Carpet Rose Not Blooming

I have a carpet rose that is beautiful, except for one thing, it will not bloom. The plant is 3 plus years old and in a near perfect spot. Several roses nearby bloom all summer. I tried root pruning, which did not help.

Try a product called bud and bloom; it usually is a great booster to make things bloom. Good luck!
