OK a world wide these would include a few countries such as America, Mexico, France and maybe Italy or even Spain. You could look online and print out some photos from these places. Afterwards, get a giant cork board and make a collage with them.
You could get a pinata, maybe do musical chairs and choose some music from different countries to play. You need to do some balloons and streamers.
Also look online for the areas around the world you want to represent in your these and check out holidays in these countries. This way you can see a few of the decorations to give you a better idea of how to decorate for her party.
I would pick games from different countries, as well as an international selection of food. Each girl could come dressed in the costume of the country of her choice.
