My daughter is turning 13 and she does not know what to do. She wants to invite up to 5 or 6 of her friends, but her birthday is in November and it gets cold and I don't know what to do.

A sleepover makeover spa party is a great thing for that age and time of year. My oldest 2 are November birthdays. You can take a photo and give to all the girls as thank you card. Make your own pizza, cookies, and cupcakes are another fun cheap thing. Dollar tree has cheap spa makeover supplies.
