So I'm turning 17 on July 17th and I have no idea on what to do. And I really don't have many friends to do fun activities with. So, what should I do?

Having fewer friends is better because then you can do more cool things with less money, and can have a 'destination' birthday. You might even go on a small trip to a local tourist town (beach, mountain, etc). You could also go see a movie or to a museum or even a play. Or a fancy restaurant.
