I'm turning 17 on November 4th and I have no idea what to do. I don't have a lot of money and can only afford something cheap. Please help me!

you're old enough to have some sort of potluck - ask each guest to bring a dish/drink. That way you can save up whatever limited funds you do have to spend them on something fun for their guests
If you could afford to hire a DJ or if one of your friends is good at that, and everyone brings food/drinks, and you have a house to yourself, that is literally all you need to have a great time.
But if it still doesn't seem like enough and your friends are game, you could always have fun events and contests, like 3 legged race, and have the winners get a prize they might actually want. Even if something seems juvenile, if there's a cool prize attached to it people will have fun
Save on food by making the party between meals. Snacks and cake only. Renting a movie is very cheap.
