I would put a want ad on Craigslist/Freecycle.
I would also go to junkyards and autobody places. When a car is totaled, they may sell you the tires cheaply.

Some local tire shops will be happy to give you the tires because it costs money to recycle or throw them out.

You can also check on Craigslist or post wanted ads. I'm sure many would be happy to give you old tires because when you get new tires you have to pay a recycling fee!

I had been thinking about making planters from old tires and in talking to friends...most everyone has one or more laying around...ask them first...before you buy!

That said...if you need a huge quantity and your project is with a non profit, maybe one of the places will donate the tires for trade for a plaque or sign in the play area! Just a thought...That could be a nice win win!!

States have different laws when dealing with disposal of used tires so ask someone at a used tire sales center first so you will know. Some cities/counties have banned all used tires and tire much from being used in children's playgrounds.

It may also be a law that used tire sales centers may have to collect a state fee for each tire no matter where it goes.

In Florida, used sales centers may not be able to let anyone have used tires as the laws now state something about the center being responsible for damages if these used tires are put on a vehicle and something goes wrong with the tire and an accident occurs.

You might find some if you place a wanted ad (stating why you want them) on Craigslist, Freecycle or Nextdoor.org.
