You could put a primer on it and the appropriate paint. There are special paints for metal.
Unless they are large ones, it may be cheaper to get new ones. Depending on the size, prices at walmart start under $10.
HOA is strict where I live.
Have you consulted with the HOA. They may have ideas what you can, can not do in your area.
