My daughter is having her 11th birthday in 20 days and she is really stuck on somewhere to go because no one these days just wants to stay at home.

I think this is the age they no longer want kiddie stuff? Maybe a girlie spa party with friends then a sleepover?
Roller skating or bowling is good for that age.
You can always take them to a pizza parlor, skating rink - ice or roller - go bowling, or do a scavenger hunt at a local park. If it is cold you can try an indoor mall and make the girls find things in different stores.
A dress up tea party would be so much for for that age girls. Provide hats and boas for all and serve tiny sandwiches cut with cookie cutters on china plates, flavored teas in china cups, a variety of mini muffins with flavored butter (honey or cinnamon butter) and cookies or small cupcakes for desert. Take your daughter to a thrift shop to get mismatched tea cups and china plates as well as cloth napkins.
