Have makeup party, each guest brings a set of dress up clothes to put in a pile and each girl picks out a outfit. Have some cheap make up and fix each other's hair and then take a picture of the group to take home.

Many little gals like a girlfriends sleepover - the more the merrier. They might just watch movies and play board games and eat pizza and cake.

Others might like to do each other's hair and have a spa evening - facials &/or do manicures. You need to bounce some ideas around with the birthday girl.
