There are many ways to fix the problem of cat nails.

Step 1
Trim their nails, or have a vet do it for you. YOu said this didn't work, so on to next step.

Step 2
Purchase kitten nail covers. Believe it or not, they do sell these: www.amazon.com/.../?tag=hyprod-20&creative=394997&creativeASIN... (Affiliate Link)

Step 3

Distract them with toys so that they are not interested in going after your neck.

Step 4
Wear a turtleneck or other clothing to prevent their claws affecting you.

Hopefully some of the above can help address your issue.

Would it be easier for you to trim, cut your kittens nails?

You can always put a small towel around your neck for the kittens to kneed on. This will help protect your skin. It almost sounds like they were taken away from their mom too soon. They still want to have something to suck on.

I would also suggest that you buy them a few toys to play with. This can help an active baby kitten.

I see. How about putting those neck pillows you would for traveling on an airplane to protect your neck.

If it's bothering you, gently lift them away from your neck but don't be rough like you are punishing... Just stop them from doing it. Immediately give them toys to play with instead.

You can buy things that go over their claws. Go on Amazon or a pet store.
