She may have an infection. I would call the vet.
It varies depending on every puppy, it's recommended to take a visit to the vet.

is she too young to go into heat? It sounds like a yeast infection or vaginitis (at least that's what it would be a symptom of it it were a woman) so yeah, vet, unless you wanted to try a diluted vinegar douche (which would work on women)
