Reconstituting 'Flarp' (Noise Putty)?

How do you reconstitute 'Flarp' (noise putty). I left it outside it's container and now it's sort of dry. Would I use oil, water, what?

If you still have the container, put it back in and add a little warm water. While its still in the container use some scissors, I used the round nosed kids scissors, and chop it up into to pieces. That will increase the surface area of the flarp and increase its ability to absorb water. Wait until the water is absorbed. Repeat until it reaches the desired consistency. Happy flarping!

You could leave it out in the sun without the lid on, then the water will evaporate
