Removing Paint from Cement Floor After Water Damage?

Our church basement had water damage. The floor is cement. A water pipe broke and the water ran for one night before anyone found it. There is about one thousand square feet. The paint is peeling up and there are green stain spots from the paint color. How do we remove the old paint and remove the paint stains?
