Brown pork sausage and ground beef (if necessary, add vegetable oil). Add onion, green pepper, garlic, powder, cumin, celery seed, vinegar, and ketchup. Add raisins last. Simmer 15-20 minutes. Prepare pasta shells (boil 10 minutes). Drain pasta shells; rinse with hot water. Spoon over pasta shells. Sprinkle with sharp cheddar cheese on top. Serves about 6-8 people.
