Preheat the oven to 350 degrees F. Make the cake according to the directions. Pour about 3/4 of the batter into a nonstick jellyroll pan and bake for 10 minutes. In a saucepan, over low heat, combine the caramels, butter and evaporated milk until thick and creamy, stirring constantly. Pour the caramel mixture over the baked layer of cake. Sprinkle with chocolate chips. Pour the remaining cake batter over the top and bake for 20 minutes. Let stand until cool. Cut into squares.
