Troy Bilt Pony Won't Start

I have a Troy Bilt Pony 42 inch mower that won't start. I was operating the machine and it began to run out of gas. I inadvertently shoved the throttle into choke, the engine killed and then I refueled. This was 4 days ago and the mower still won't start with the throttle on slow run or choke. I emptied the bowl below the carb and tried again and it still won't start. Any suggestions?
