How do you treat hair balls in dogs? Will hair balls cause a cough that sounds like she is choking?

A hair in her throat might cause gagging, but a true hairball is in her stomach or further down, where she won't even feel it until it's too big to pass.

It is probably kennel cough. You need to get medicine from a vet to clear it up. It will not go away on it's own & is very contagious to other dogs.
Try your local SPCA or low cost clinic if you can not afford a vet.

How old is your dog? It may not be a hairball.
