I have cooked some beef hamburger and frozen it. If I defrost it and use it in a casserole which I will bake in the oven can I refreeze it?

The reason 'they' say not to refreeze meat isn't because it can harm you, it is because the more you defrost and refreeze it, the quality of the meat goes down, it becomes more tough and doesn't taste as good.

I have cooked and frozen hamburger meat. Can I add that to tomato sauce, re-cook and then refreeze?
