I am just a beginning gardener. What does wintering seeds mean? Thanks.

Do you mean "overwintering?" This is the process of chilling seeds to promote germination, also called "stratification." Some seeds need to go through a sort of artificial winter before they will germinate. This can be done outside in flats, in a cool basement or porch, or in the refrigerator.
