My aluminum steamer is thoroughly discolored through years of constant use. How do I get to clean out the very stubborn discoloration?

Why not purchase a non-aluminum steamer, since
aluminum has been seriously linked to early Alzheimer's Dementia, and even to the human form of Mad Cow Disease (CJD, Crutzfeld Jacob Disease, which is fatal)?
