Cleaning Pricing and Rate?

If you quote 20 per hour and you have a 16 hour job. If 2 people do it in 8, is it right to still charge the 16 hour price?

If one worker cleaned for 16 hours, the charge is 16 hrs = 16 x $20 = $320.
If two workers cleaned for 8 hours, the charge is still 16 hrs or 8 hours each- 2 x 8 x $20 = $320.

Charge by the actual number of hours worked by each worker.
