The answer above re the color of the cere (that area with the nostrils just above the beak) is correct. Boys will be blue and girls are tannish to brown, although with young budgies it might be hard to tell - they mostly all look like girls at first. With parakeets and most other hookbills or parrots the brightness of the color means nothing as far as what sex they are - even the girls are bright and beautiful :-)

The skin across the top of the beak between the eyes is a bluey shade in an adult male & colourless on the female.
