I have a '95 Ford Ranger. The fan speed controls work, but the AC only works on max air and I can't control the temperature (very cold). The heat works on all other settings and (very hot). The blend door has been replaced .

If you have replaced the bend door then this is a thermostat issue with the car. There is some sort of short in this piece of equipment that should be checked out and replaced.
Sounds like your heat pump, thermostat, or both is on it's way out. Great classic truck!
I had a '07 Ford ranger and I had the same problem at one point. It's also not the first time I hear of the problem.
It must be one of those design flaws and possibly a reason why the Ranger, though a great truck, was dicontinued after 09
Take your truck to one of the auto part stores - Auto Zone, Advance, Pep Boys and ask them to run a diagnostic test. They will usually do this for free and it may pinpoint your problem.
