I've had great luck with using soap flakes as they are kind of shiny (or you could spray some really fine white glitter on your project. Just make sure it is treated with something so it won't blow away! Good luck.
Ask a local appliance store for leftover styrofoam packing. It makes a great 'snow' when roughed up a bit!
If you want something greener, but that stays put, pick up some unfitted white or pale blue sheets from a local thrift store laying on various boxes on the floor will be fine! Plus it can be recycled afterward.
Ivory flakes... can be used but i have not checked the price of it lately....
Paper from a cross-cut shredder will work, but be aware you will leave a mess.
When paper is punched, the circle that comes out can be used for snow, provided the paper is white. Offices have a lot of this
