I'm not sure what type of passport "paper" you are talking about but a passport is no longer acceptable if altered and a passport form will not be accepted if altered.

• If you have a passport do not try to change anything or it will be confiscated if you try to use it.
• If it is a passport form you are completing to apply for a new passport or to renew a passport then you should just download a new form and start over.
