If its possible for you to buy, get a container of Goop Hand Cleaner (its in the white & blue container at any automotive store or Walmart).
Gently scrape any excess hardened wax off. If its soft wax, rub an ice cube over it a few seconds.
Once excess is removed, dab a generous amount of Goop hand cleaner on & cover spot completely. Allow to sit for at minimum 6 hours, up to 12.
Then you should wash the blouse in recommended wash temp (if possible, wash in warm water). Check the area before putting it into dryer. If any stain remains, repeat process. I've found Goop to be best stain remover out there. It worked for 2 very active boys in our home.

Getting wax out

Step 1
Scrape off as mich as possible

Step 2
Use a warm iron and a clean white cloth. Place the cloth over the stain. Move the iron around. Make sure a clean spot is always over the stain.

Step 3
Any stain left can be removed with an oxygen based cleaner
