I have a manual can opener with the round cutter blade. It is dull and does not cut totally through my cans any more. How can I fix this/and or sharpen the blade on it?

Fold aluminum foil several times and run the can opener over it. That should sharpen the blades. If not, then it is time for a new can opener.
In addition to foil you can use a good coarse grade sandpaper
