Can you vacuum seal cucumbers? If so, what is the best method? Do you slice them or quarter them first?

Cucumbers don't freeze well unless they are brined first. You can slice or quarter.
If you mean vacuum seal instead of hot water bath canning them, the answer is , "NO." All pickled food must be processed in a hot water bath canner to kill any bacteria present. You can make a refrigerator pickle with the cucumbers and simply put them in the fridge--no seal necessary. If you choose to make a fermented pickle, they shouldn't be sealed since they must be burped occasionally.
Cucumbers have way too much water in them to seal them successfully and freeze them. it is better to pickle them and seal them in jars if you want to use them again.
You can freeze, but keep in mind, they will not be crunchy when thawed! Only good for recipes!
Some people cube or slice and de-seed and seal for the refrigerator. I thought it made them have a weird texture. When we get too many we do a simple pickeling.
