Rather than stuffed in the the cabbage, the meat is mixed and then tossed with the cabbage and other ingredients into one large pot and simmered until done.
Shred cabbage and put into pot along with onion and green pepper (if using), herbs, and garlic
Mix ground meat with egg, rice, salt, and pepper as you would for meat balls or stuffing cabbage leaves and add to pot
Add meat to cabbage; pour in crushed tomatoes, tomato sauce, and water
Cover pot and simmer on medium for two hours, stirring often, or put into crock pot, set to low, and go about your day.
This can be served with noodles, mashed potatoes, or alone in a bowl like chili with a splash of soy sauce
