If you don't know what this 17 year old girl likes in terms of hobbies then you may be in trouble!! All I can say is do not buy her a gift certificate (she can see how much you've spent and it's not very personal) and if you feel like making her card a bit special find an inspirational quote via Google and write that in. If you're really stuck then 3 or 4 CD's that she really loves will do the trick....and wrap it beautifully. If you can't wrap it like an artist you can get someone else to do it professionally. Inexpensive Options: itunes points card (basically gift card), CD's, Gift Card to movie theatre, Necklace, Ring
If you don't have a clue what to give, give roses. If you can spend a lot, buy 1/2 dozen or a dozen. If you can't afford much, give one, or two or three in a bud vase.
