I keep my Walmart grocery bags and use them to put my kitty litter clean-ups in, tie and toss.

I do not have a dog but my friends use Walmart bags for picking up the poop while walking their dogs.
Wal-mart bags or any plastic bag for that matter fits perfectly in the bathroom trashcans instead of buying special bags.
What I also do is, when I need to use one of the bags, I make sure there are no holes in the bottom of it. If so, I will double bag and then put it in an old round ice cream container to hold the bag open so there is no mess between cat box and bags. Also, I buy cat litter in the big containers that are plastic and have lids. I keep the bags of used litter in one of those containers, seal it and dump it into the garbage for pick up.
I use the Wal-Mart bags or any grocery bags for the cat litter. Tie it up when full and toss
