This is a cute idea for a birthday or anniversary gag. We used them for a Hillbilly survivor, there are many themes you could use with these hats. You just get some wire and punch a hole through the bottom of the can and take the wire from the bottom out thru the top. Then poke it thru the hat and twist it. The miniatures were just wire wrapped around them several times and then the wire was punched thru the hat and twisted.
You could use other cans than the ones we used for a Mt. Dew fanatic or Pepsi, etc. Then on the felt birthday hat we glued caps over the roses and attached miniatures.
