If I were doing the organizing, I'd start with like colors together, then shades of the same color from lightest to darkest or vice versa. (like pastel pink, then coral, then crimson, for example.)
If you have several types (cotton, linen, denim, corduroy, etc,) I'd keep like materials together. Arrange each type of material as I described. I'm presuming the rolls are of a standard size. You'll want to arrange them with the ends even, and perhaps with some identifying tag visible. Hope this helps!
