My 16th birthday is in June and where I live that's winter. (I know it's still ages away, but I decided I want to start getting ideas early :)
I don't have an exact budget, but it can't be super expensive. I haven't decided whether I'm going to have a party with my friends or do something else so I'm sorry that's not very helpful, a broad range of ideas would be appreciated.

Since you have your birthday during great outdoor weather times, use a site like festivals.com to find something cheap and cheerful in your city-- then use your budget to feed everyone with pizza or something of the sort. These, hand in hand, are usually great for summer budget parties :)
Considering it will be winter in your area and a bit cold that leaves out an outdoor party for you. You can book a sport at a local pizza palar and have your party hosted there. It is a fun place to go and the food is always good for everyone who attends.
You could have a skating party,bowling,Arcade party,Pizza and a movie, 80's or 90's dress party with games,costume (come as your favorite artist).
Bowling, skating and movies are all budget friendly ideas that people like.
Slumber party? Jacuzzi party? I think ice skating or bowling would be fun ! & grabbing a pizza that would be reasonably priced. :)
