It would help if you gave us a few more details. Can you find any manufacture on the mower? Is there any indication as to the brand or year on the mower. It is not so easy to find anything out about much on this mower without more details.
It's hard to tell just by looking at a picture. There must be a manufacturer name and model number on the product.
It looks like vinyl handle bar grips and hard rubber tires. The 1950's era might be a starting point for a search. Back then mail order catalogs were popular like Montgomery Wards, Sears Roebuck Co., Spiegels, Gambles?, or could have been bought from a Western Auto store.
