You can look in the free stuff section of your local Craigslist and nextdoor.com to see if anyone's giving them out. Places like Papermart sell them online.
Hello ! Paper bag has become very rare in my place too. I now have to buy rolls of Kraft paper and I found out that these rolls are cheaper if you buy them in DIY big store, they are usually found in the moving equipment section where they are sold for protection wrapping and it is really less expensive than in crafting shop.

Some of the grocery stores will use paper bags in stead of plastic but you have to request it.
People can get them at the dollar store.Some people save the bags for others.

I do volunteering in a local thrift shop.

We get many used paper bags donated to our store.

Check with your local thrift and see if they will give you some, or at least offer to buy them.
