Cook cabbage covered in boiling salted water 7 to 10 minutes or until nearly tender. Drain.
Melt shortening; blend in flour and milk gradually, stirring constantly. Add salt and pepper. Cook about 5 minutes or until thick.
Combine white sauce and cabbage; pour into a greased casserole. Top with bread crumbs mixed with melted butter and cheese.
Bake in a 375 degree F oven for about 15 minutes or until crumbs are browned.
