Circuit Breaker Keeps Tripping?

I have a multi-circuit electrical control system that keeps tripping the main circuit breaker; how would you determine the circuit at fault?

It is often said to get an electrician to help. This question requires that solution because they have the tools. Breakers trip from either overload or short circuit, so put an ammeter on it and see if it is overloaded. If not, use a megger to test wiring to make sure no grounds exist where they shouldn't. If possible, shed load to isolate the problem and identify the culprit.
