Finding a Vet that Takes Payments?

I live in the North Jersey area. My family's 12 yr old Cocker Spaniel is in need of an operation to remove his bladder stones. My parents are both elderly, with medical issues, and my dad has been out of work for a few months time so things are a little tight.

Our vet is estimating the surgery at $2700-3400. We have about 2200 to put down, but are looking for a vet that will work out a payment plan for the remaining balance. We applied for Care Credit but were denied. I am in the process of applying for grants and assistance from a bunch of organizations, but was wondering if anyone knew of any vets in the area that offer payment programs so that we can get this surgery done ASAP, as my poor sweet boy is really suffering.
