Getting Rid of Tiny Black Biting Bugs?

My mom and I and now my dog have tiny little bugs that look like lint. My mom is getting eaten up by them. It is driving me crazy. I went to a skin doctor and she said it was in our head. No it is not.

Please help me I'm not crazy.
