I'm not sure what it is, but it looks like a hose is supposed to attach to it.
Seems like what I've seen in forestry museums to "pick" and roll logs.
Looks like an antique ice tong to pick up ice and carry from delivery truck to icebox.
This looks like a antique tong ice block gripper - these were used to grip and carry blocks of ice
