Well hey, as she only has a small house you need to decide how many people you want to attend. You don't want to have too many people and have an over crowed house right?
This may sound lame but have a sleepover (themed?), You could have a themed dinner or something along those lines.
My friend recently had her 14th and she just invited heaps of people over (she has a large house) and turned the music to full blast and everyone danced! It was totally cool, so if your house is small maybe try that but don't invite as many people (she invited over 30).
