House Training a Puppy?

I just got my puppy she is a 7 month old Pom Chihuahua mix. I am having a very hard time potty training her. I take her out all the time and she never goes, but as soon as we go inside she poops/pees. I think one problem might be that it is very cold where we live and currently there is snow on the ground. She does not poop or pee in her crate when I am at work which is really nice and I praise her for that! What should I do or any recommendations?

The easiest way that I have found to potty train a puppy is for me to pee in a cup. Carry it outside with the puppy. Let him smell it then pour it onto the ground where I want him to go. Let him smell it again while telling him to potty there. Also pick up one of his piles and put by your pee. That gives him the idea that there is the place to go. Then of course, praise him when ever he goes in the right place.
