You are going to need to ask your telephone provider this question as the Federal Communications Commission (FCC) gives guidelines that the telephone companies have to follow and from what I understand there is a lot of variety in how they interpret this.

Communication laws have changed and it depends on if they are calling your cell phone or your landline. You should check with your cell phone provider and your telephone provider. If they call the landline the charges are a lot less than on your cell phone. You are looking at a $3 to $4 charge for a 15 minute call.
