Identifying Small Black Bugs?

Small and long black bug on a finger. Please someone tell what this is. The temperature has hit 30°+ and suddenly I'm finding them on me while sitting on my balcony. They're driving me insane. I saw a picture of a drain fly that looks exactly like this, but there is no stagnant water on my balcony anywhere.

These look like stoneflies. Normally when these flies appear it a sign of clean water somewhere. They will come out when temperatures are higher and clean or freshwater is present.
