Identifying Tiny Black Bug in Dog's Water Bowl

I have ting bugs in my dog's water bowl outside. Can they harm her if she drinks the water? They like to stay afloat in group. I cleaned out the dog bowl, but I've found more somewhere else also in water.

It could be a flea. I would call the vet.

Send photo to the County Extension Agent Office. There are volunteers working there to help answer entomology (insect) questions among many other things. It is a free service to everyone living in any county in the US. They can identify and suggest methods of irradiation.
