A Magic eraser can take the stains off. You may be able to cover the damage with matching paint
I would take a fine grade sandpaper and sand the stains off the countertop. I would then sand the rest of the paint off the countertop and buy a new paint and repaint the countertop.
Has the counter top been painted over wood, Formica, acrylic? Whatever is the base will probably determine how to repair the damage as each base material should most likely be treated differently.
