Shoe repair shops repair other leather goods and often for a reasonable cost. Request a repair estimate from a shop in your area.

There are leather cleaners on the market. Amazon also sells a product called Edge Kote, which repairs frayed leather handles.

What area of the bag is worn most?

They have leather moisturizers that you could purchase.

Saddle soap. It comes in a tin much likes shoe polish. we use it on saddles and harnesses.

First question: what is the value of the purse?
Make a firm stand/decision that if in attempting to repair/restore the purse it is destroyed that that will be okay with you.

I would recommend that you take your purse to a repair shop (shoe repair shops usually do this sort of thing) and ask for an opinion and cost to restore.
Then you will be more prepared to decide what you would like to do. Always bare in mind that different leathers react differently to any kind of cleaner. (I hope it not suede you are talking about!)
General leather cleaners/restorers may not be the best thing to use on a purse and they do make cleaners designed for handbags.
Color may be important - if so - they do sell some kits for this. i found this one on Amazon:
