Put all of the ingredients except the cheese in a crockpot sprayed with nonstick cooking spray. Cook covered on high for 4 hours or you can cook it on low for 6-8 hours.
Brown ground beef, garlic, salt and pepper. Drain grease and add meat to the slow cooker. Brown sausage, drain and add to slow cooker. Using the same pan, saute the onion and green pepper (add butter if needed) for 3-5 minutes (still crunchy) and then add to the crockpot.
In a large skillet, brown and drain 2 pounds Ground Round. Saute together until vegetables are tender. Transfer to Crockpot.
