Plastic produce bags make great bags for cleaning out the cat litter box. Usually the bags are damp or wet when empty, so I hang them to dry which does not take long.
For convenience, I store them under the handle on the cat litter box. A container to hold the bag open helps to get the cat litter in the bag.
